计算新能源车在早高峰或晚高峰时段，从某行政区或某街镇出发的新能源车的到达点分布情况，用于城市规划、商业布局和交通优化等基础建设预研分析，范围仅限上海行政区域内。

This dataset calculates the distribution of arrival points of new energy vehicles (NEVs) departing from a certain administrative district or sub-district/town within the administrative region of Shanghai during morning or evening peak hours, for preliminary research and analysis of infrastructure construction work such as urban planning, commercial layout and traffic optimization, with the scope strictly limited to Shanghai's administrative area.
