Public-data replication files for eleven Japanese product-policy transitions in 2025–2026. The archive reproduces national and prefectural event-window changes, historical comparisons, nine continuation benchmarks, held-out predictive validation, survey-gap and horizon checks, conditional reversals, simultaneous-interval diagnostics, overlap sensitivity, prefectural robustness, and the Gate C identification audit. No component causal or welfare effect is estimated. The archive contains no anonymised administrative or transaction microdata, crosswalks, direct identifiers, or quasi-identifiers. It contains public and derived data, deterministic code, source ledgers, and validation records. File-level licensing is mixed. Author-created documentation and derived data are released under CC BY 4.0; code is released under the MIT License. The unchanged METI workbook remains subject to its applicable source terms.
