The Commons Completion Engine (CCE) v1.0

Abstract Modern institutions routinely fail to resolve the harms they are designed to address, not due to malice or incompetence, but because their internal incentives reward persistence over completion. This paper introduces the Commons Completion Engine (CCE): a governance and operational architecture designed to convert unsolved harm into finite missions, complete those missions, and redeploy institutional capacity forward without layoffs, collapse, or adversarial conflict. The CCE reframes legitimacy away from continuity and toward outcomes, establishing completion—not endurance—as the primary signal of success. Human dignity is treated not as an abstract value to be enforced, but as a structural byproduct of systems that cannot benefit from harm persistence.
