Sanctions Territory Reference: ISO 3166 mapping for comprehensively sanctioned territories

A versioned, public mapping of comprehensively sanctioned territories to the ISO 3166 identifiers that geolocation systems return, with notes on confidence, legal scope, and primary-source citations. This deposit includes the source dataset (territories.json), project documentation, changelog, and license. The mapping is intended to help institutions align geolocation-based access controls with the comprehensive sanctions perimeter and to surface both under-blocking and over-blocking risks. Scope: comprehensive territorial sanctions programmes only—not designated persons, sectoral measures, or list-based sanctions. This is not legal advice.
