The present invention includes: a step for preliminarily dispersing， using a stirring machine， a fine fiber cellulose dispersion having a solid content concentration of 1 wt% or more together with a diluent solvent; and a step for fully dispersing the mixture obtained in the step for preliminarily dispersing， by passing the mixture through an in-line static-type fluid-mixing device.
