Development Infrastructure is defined as the structural and functional layer that enables systems to process development as directed, coherent and stabilised movement. Positioned beneath models, methods and theories, it establishes the architectural prerequisites that make developmental processes processable, reproducible and resilient across contexts and domains. Building on PreArchitecture, Development Infrastructure forms the second foundational pillar of the emerging Infrastructure Sciences of Development. It clarifies how systems maintain direction, coherence and stability while undergoing transformation, and provides a neutral, closed, globally scalable framework for developmental integrity.
