SWAPs are developed by U.S. states and territories to conserve wildlife and habitat before they become too rare or costly to restore. In 2005, all 50 States and five U.S. Territories developed a SWAP with updates occuring every 10 years. Each plan includes the identification of Species of Greatest Conservation Need for that state and deliniates COAs. COAs indicate where conservation actions are needed and are designed to coordination conservation between partners and guide actions based on goals. Each state develops COAs independently of each other.
