HPMS Capacity

The Idaho Transportation Department's (ITD) Roads and Highways Road Network Linear Referencing System (LRS) HPMS capacity event polyline feature class represents the estimated hourly traffic volume that a roadway segment can carry under normal operating conditions. These values are assigned using HPMS methodologies and reflect roadway characteristics such as facility type, number of lanes, terrain, and functional classification. The layer is used by planners, analysts, and engineers to evaluate system performance, identify potential congestion, and support statewide federal reporting requirements. Capacity data originates from ITD roadway inventory records and Highway Performance Monitoring System (HPMS) annual submittals to the Federal Highway Administration (FHWA).
