A 100 score is earned where all the following conditions are met:
1) stakeholders in rural populations can organize freely,
2) there are no major obstacles to setting up a new association, autonomous group or other form of collective action, and
3) rural stakeholders are not required to file more paperwork than any other legal person.

A 50 score is earned where any of the following conditions apply:
1) stakeholders in rural populations occasionally face obstacles to organize freely,
2) occasionally there are major obstacles to setting up a new association, autonomous group or other form of collective action, or
3) rural stakeholders occasionally have to file more paperwork than other legal persons.

A 0 score is earned where at least one of the following conditions apply:
1) stakeholders in rural populations can rarely or never organize freely,
2) there generally are major obstacles to setting up a new association, autonomous group or other form of collective action, or
3) stakeholders in rural populations are usually required to file more paperwork than other legal persons.
