Qualitative data from the first reporting cycle on the implementation of the 2021 Recommendation on Open Science by UNESCO Member States (2025)

This dataset underpins the interactive UNESCO Open Science Dashboards, including country profiles, which allows users to explore how countries are advancing open science worldwide. Based on survey data from 2025 and collected across 81 Member States (as part of the first UNESCO consultation on the implementation of the 2021 Recommendation on Open Science), these dashboards visualise progress across the seven action areas outlined the 2021 Recommendation, inclduing policies, infrastructure, capacity building and incentives. This qualitative dataset underlies a context-based Semantic Cloud (part of the Dashboard), which displays key challenges identified by UNESCO Member States in the implementation of open science.
