In 1997, the National Guard Bureau (NGB) tasked the U.S. Army Engineer District, St. Louis, with assisting the Army National Guard (ARNG) in complying with the cultural resource requirements outlined in Army Regulation 200-4 and Department of Defense Instruction 4715.3. The St. Louis District was asked to develop a national project minimally to address three objectives of the NGB cultural resources program: (1) national Planning Level Surveys (PLS) for all ARNG federally owned or supported facilities, (2) identification and assessment of archaeological collections and associated documentation (curation assessments) derived from these properties, and (3) compliance with Sections 5 and 6 of P.L. 101-601, Native American Graves Protection and Repatriation Act (NAGPRA). In order to accomplish these objectives, the project has been divided into two phases. Phase I addresses cultural resource investigations that have been conducted for each federally owned or supported ARNG facility in the aforementioned states and territories. Phase I results in the synthesis of state-level PLS documents summarizing the history of investigations and the extent, description, and evaluative status of cultural resources for ARNG facilities. Phase II requires on-site assessments of all archaeological collections, including artifacts and associated documentation, whose care is the responsibility of ARNG. Collections will be assessed for proper curation under the guidelines of 36 CFR Part 79, Curation of Federally-Owned and Administered Archeological Collections. In addition, the St. Louis District will physically inspect, and inventory when pertinent, collections documented as containing, or potentially containing, NAGPRA-related items. The project area for Phase II is expected to be much broader than that of Phase I, consisting of all states and territories. Beginning in October 1997 and continuing through June 1998, personnel from the St. Louis District traveled to locations in each state or territory to perform research necessary for this project. Although the types of facilities visited in each state varied, in general, research was conducted at each state ARNG headquarters and each SHPO. For details on the research conducted and locations visited for each state, please refer to that state’s planning level survey report. In the facility visits, cultural resources reports and archaeological site files information were gathered and brought back to the St. Louis District, where the information was synthesized and compiled into the previously described state planning level survey reports. Report production was conducted concurrently with research in the field, and continued through September 1998. Draft reports were edited in a three-part process, including (1) multiple in-house reviews, (2) reviews by NGB, and (3) reviews by personnel at each state ARNG headquarters. Comments from NGB were received for each state planning level survey. Comments for individual state planning level surveys were received from 21 of 44 state ARNG headquarters. All comments were addressed, and they were incorporated into the reports if possible, in congruence with the mission and scope of the project.
