Russia: Judicial Statistics and Procedural Safeguards — A 2026 Snapshot

This country monitoring report examines Russian criminal justice through official judicial statistics, procedural legislation and selected decisions of the higher courts. It addresses detention and its extension, safeguards for economic offences, effective defence assistance, judicial reasoning, cassation, rehabilitation and access to judicial information. The analysis separates the content of legal guarantees from the mechanisms for correcting violations and from the empirical evidence available to assess their operation. Particular attention is given to the interpretation of statistical units, reference periods and denominators. Results for 2025 published in 2026 are distinguished from developments occurring during 2026, and selected judicial decisions are not treated as a representative measure of the prevalence of violations. The report examines legislative changes and documented instances of judicial correction while identifying the limits of conclusions about acquittals, detention practices, workload and the effectiveness of procedural protection across the system.
