Among his many great achievements, Alfred Deakin—Australia’s second Prime Minister—became known not only as the Father of Federation but also the Father of Irrigation. In late 1884–1885, Deakin led a small travel party to the United States to investigate irrigation and water conservation. This trip was instrumental in shaping Deakin’s view that water should belong to the Crown rather than to riparian landowners, as was the legal tradition in England. In the Victorian Parliament in June 1886, Deakin introduced the first legislation in Australia that placed ownership of water with the Crown and established a government-sponsored irrigation scheme.
