FIELD: facing materials. SUBSTANCE: invention relates to a base panel suitable for processing into a facing panel for use as a floor， wall or ceiling panel. Panel consists of following layers: substrate containing polyvinyl chloride， with upper surface and elastic layer containing polyvinyl chloride， with upper surface and lower surface， where bottom surface is connected to upper surface of said substrate. Also disclosed are a facing panel additionally including a decor applied on the upper surface of the elastic layer of the base panel by digital printing， and a method of making facing panels from said base panels. EFFECT: invention improves manufacturability of the process of making facing panels， ensuring production efficiency of even small batches， which enables the consumer to order panels with an individual decor. 15 cl， 1 ex， 2 dwg
