Genesis Watch — Enforcement & Stablecoin Evidence Base v67: US Extraterritorial Enforcement Actions, GENIUS Act Implementation, and EU Regulatory Responses (May–September 2026)

Structured primary-source dataset tracking US stablecoin enforcement actions, OFAC designations, GENIUS Act implementation, and EU regulatory responses from May to September 2026. The dataset contains 106 nodes, 4 analytical theses with explicit falsification conditions and rival hypotheses, and 22 actively tracked counter-evidence items. Each node carries an epistemic tag (FATTO, INFERENZA, MISTO, FATTO+EC) with defined weight criteria and primary-source URLs verified against official government, central bank, and company domains. Key enforcement events documented include: Tether freeze of $344M+ USDT on Iranian Central Bank wallets coordinated with OFAC (April 2026, ~$550M total by September 2026); OFAC designation of Nobitex, Wallex, Bitpin, and Ramzinex under EO 13224 and EO 13902 (June 2026); Treasury NPRM implementing GENIUS Act Section 3 with extraterritorial reciprocity clause (August 2026); Federal Reserve dual NPRM on stablecoin issuer regulatory framework (September 2026); DOJ civil forfeiture of $84.2M from Capstone Ltd./EQIBank (E.D.
