平台主要用于对执法过程中办案程序、引用法律法规和自由裁量权等各方面进行了全流程监督和管理，实现了行政执法案件的移动办案、网上审批、数据全过程记录等，已建设完成并投入运行。

This platform is mainly used for whole-process supervision and management of various aspects such as case handling procedures in law enforcement, reference of laws and regulations, and discretionary power. It realizes functions including mobile case handling, online approval and whole-process data recording for administrative law enforcement cases, and has been completed and put into operation.
