The study builds a mortality-risk-weighted benefit (MRB) index that scores every pollutant change on a single endpoint — the percentage change in short-term all-cause mortality risk — and applies it to the COVID-19 lockdown emission cuts across 23 cities in Asia, Europe and North America, evaluated against multi-year (2016–2019) meteorological counterfactuals and pre-specified negative controls.
