As an urban planning researcher from cyclone-prone Cuttack, this study aims to bridge gaps in coastal city resilience planning. It advocates community-driven processes harmonizing physical risk mitigation with inclusive development for tourism-dependent marginalized groups. The goal is strategies enhancing resilience while uplifting socio-economic well-being.Key findings highlight persistent infrastructure gaps and socio-economic vulnerabilities hindering resilience access. While progress exists in early warnings and evacuations, constraints surrounding amenity storm-proofing, enterprise support, housing, and risk financing require addressing. Integrating resilience standards through participatory processes engaging vulnerable communities is emphasized.Limitations include reliance on secondary sources potentially lacking localized nuances. Primary data from field surveys and stakeholder consultations could provide richer community perspectives. The conceptual model also requires empirical validation and refinement through participatory action research in select cities.The study provides urban planners a framework for integrating cyclone mitigation with inclusive, sustainable development of coastal tourism cities.
