按照权力清单和责任清单，全面梳理编制电子证照目录，制定全市电子证照标准规范，建设市级电子证照管理系统，利用公民身份号码作为公民唯一标识，统一社会信用代码作为企业和其他法人组织唯一标识，建设电子证照库，实现群众办事“一号”申请，采用大数据存储和分析技术，有效加工整理存量和增量电子证照信息，避免重复提交办事材料。实现“一次生成、多方复用，一库管理、互认共享”。

Following the power and responsibility lists, this dataset comprehensively sorts out and compiles the directory of electronic certificates, formulates unified municipal standards and specifications for electronic certificates, and constructs a municipal electronic certificate management system. It adopts citizen ID numbers as the unique identifiers for individual citizens and Unified Social Credit Codes as the unique identifiers for enterprises and other legal entities, then establishes an electronic certificate repository. It enables the public to apply for services with a single unique identification number. By leveraging big data storage and analysis technologies, it effectively processes and organizes both stock and incremental electronic certificate information, thus eliminating the need for applicants to repeatedly submit service materials. Finally, it achieves the goals of "one-time generation, multi-party reuse, unified repository management, mutual recognition and sharing".
