Repository: Zenodo Preprints Date: August 2026 Abstract This paper presents the empirical foundation, predictive validation, and technological roadmap for the Unified Theory of Stationary Light (TSL) and the Unified Vortex & Entropy Hypothesis (UVEH). By synthesizing high-energy particle collision data from CERN with topological vacuum mechanics, we establish a high-probability (85%+) framework that treats matter as stationary light traps governed by multiversal phase variables (\theta). We detail the verification of the "Diffusion Wake" anomaly, outline the four pillars required for absolute certainty, predict specific signatures for the Autumn 2026 LHC run, and propose a concrete technological blueprint for a Phase-Refractive Interference Lens capable of direct phase manipulation.
