I thought I was studying corruption. I learned this through housing systems, especially transitional housing and voucher pipelines. On paper, these programs exist to move people from instability to permanence. In practice, I watched people get close to completion—housing vouchers, graduation milestones—only to be removed from the program at the last moment. Rules appeared late. Violations were enforced selectively. “Compliance” replaced outcomes. This pattern repeated too consistently to be coincidence. That’s when I understood something critical: A system’s true purpose is revealed by what it consistently produces, not what it claims to want. If a program consistently produces non-graduation, then non-graduation is not a bug. It is the output.
