The Evolutionary Emergence of Persistent Selfhood as a Control Problem

Thesis This paper argues that the key evolutionary threshold was not the appearance of generic intelligence, but the emergence of a persistent internal controller capable of carrying organized prior state forward through action, revision, interruption, and return. Framing and Positioning This paper is framed as a reframing intervention rather than a branded framework paper. Its central claim is not introduced as a new doctrine demanding prior allegiance, but as a neglected evolutionary question that cuts across several existing literatures: when did organisms first need to remain the same controller through time, rather than merely react effectively in the present? The argument therefore begins with control, continuity, and substrate persistence rather than with broad abstract claims about consciousness. Persistent selfhood is treated here as a biological control problem: a problem that emerges when an organism must preserve action context, revise behavior coherently, and return from interruption as the same governing process. This framing allows the paper to distinguish reaction, memory, controller continuity, and consciousness without collapsing them into a single undifferentiated category. Within the field, the paper is positioned as both an extension and a correction of adjacent work on the evolution of consciousness, action control, sensory consciousness, and emergence from anesthesia. It takes seriously the literatures that ask when experience first arose, what neural architectures support unified action, and how consciousness returns after global suppression. At the same time, it argues that these discussions remain incomplete when they do not isolate the more basic evolutionary problem of persistent selfhood: the emergence of an internal control state that can survive change strongly enough to make the organism physically meaningful as the same controller through time. For that reason, the paper avoids framework branding in the main body. It relies instead on neutral analytic language such as continuing controller, persistent internal control state, organized substrate, and persistence across interruption. This keeps the argument maximally legible to readers who may not share any prior theoretical commitments while allowing the paper's claims to stand or fall on their explanatory power, comparative biological fit, and falsifiability.
