Background: El Paso County, Texas has a substantial Hispanic population and many of the residents faced cumulative disadvantages during the COVID-19 pandemic including limited healthcare access, poor public transportation, low-paying frontline jobs, and persistent hesitancy to engage with unfamiliar medical systems. These conditions had created “SARS-CoV-2 testing deserts” in the community. Materials/Methods: This study aimed to improve the reach, acceptance, uptake, and sustainability of testing for marginalized populations by implementing strategies that addressed the cultural, social, and behavioral factors specific to the El Paso County population. Through an integrated and personalized approach that engaged residents with trusted co-ethnics and local organizations, the study reduced testing deficiencies and collected data on barriers to testing and willingness to take future COVID-19 vaccines. Outcome/Impact: The multifaceted approach enhanced the testing capacity in the El Paso region, reduced testing hesitancy, increased testing numbers for vulnerable populations within specific testing deserts, and exerted a sustained influence on the health status of the region by integrating extensive collaborative networks essential for addressing the persistent negative social determinants of health.
