Population base

Population bases for **certain Overseas France territories** (see section *Geographical scope*), developed by Arcep for the evaluation of mobile coverage rates in population of these territories. These databases are entirely created from data published in open data, and the process and scripts allowing their creation are in open source (see part *Creation process*). ## Data format Each shapefile contains a set of geolocated points to which a population is associated. ### Format specifications: ||| | ---------------------------------------------------------------------------------------- | Geographic coordinate system | live projection for each territory (see below) | Projection systems: | -------------------- | ---------- | --------------------- | ---- | ### Dictionary of variables: | Description | -------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- [Cadastre](https://www.data.gouv.fr/s/resources/plan-cadastral-informatise/20170906-150737/standard_edigeo_2013.pdf))|01: hard frame / 02: lightweight frame | Text (3 characters) | | code géographique de la commune où est situé le point de population ### Geographical scope: The data shall be disseminated by territory for each of the following territories: Guadeloupe (971), Martinique (972), Guyana (973), Réunion (974), Mayotte (976), Saint-Barthélémy (977) and Saint-Martin (977). ## Creation process The principle for the construction of these ultra-marine population bases is as follows: the population recorded in the Iris is distributed over all the buildings of more than 20m2 located in this Iris, in proportion to the size of the building. ### Open source code: Find on [GitHub ](https://github.com/ARCEP-dev/basePopDom) all the production scripts as well as the explanation of the method. ### Data sources: - Census of Iris (or the municipality for Mayotte), - Decoupage Iris (or communal for Mayotte) - Built from the cadastre (or from the IGN Topo comic as a complement for an Iris from Guyana) _ ### Production balance sheet: - Guadeloupe to Iris, - Martinique in Iris, - French Guiana in Iris, - La Réunion à l'Iris, Mayotte to the commune, - Saint-Barthélémy in Iris, - Saint Martin à l'Iris _ ### Limitations: - Frequency of censuses, - Update of the cadastre, - No consideration of the purpose of the building, - No islets Iris sur Mayotte, - Little or no data on COMs _ ### Identified areas for improvement: - Use of INSEE tiles and rectangles (only available on Martinique and La Réunion), - Extract MSO data for use of premises (exclusion), - Use of the buildings of the IGN Topo comic book - Exchanges with demographers
