The rapid evolution of educational technologies has transformed English Language Teaching (ELT), encouraging educators to reconsider conventional instructional models and adopt more innovative, learner-centered approaches. Contemporary language education requires an effective combination of cognitive linguistics, digital technologies, and assessment strategies that actively support learners' linguistic, cognitive, and communicative development. This article examines the integration of these three dimensions as a unified framework for improving English language instruction in higher education. The study synthesizes recent theoretical and empirical research on cognitive language learning, technology-enhanced instruction, and learner-centered assessment to identify pedagogical practices that foster meaningful learning experiences. Particular attention is given to the role of digital platforms, artificial intelligence, collaborative online learning, and formative assessment in promoting learner autonomy, critical thinking, and communicative competence. The article argues that technological innovation should not be viewed as an independent solution but rather as a pedagogical tool guided by cognitive learning principles and authentic assessment practices. By integrating these educational dimensions, higher education institutions can create more engaging, flexible, and sustainable learning environments that respond to the changing demands of twenty-first-century education.
