Survey Data on Contractor Assessment Criteria for Public Construction Projects in Pakistan

This dataset contains primary survey data collected from 109 construction professionals across Pakistan, including public sector clients, consultants, and contracting firms. The data were collected to support the development and validation of the Contractor Performance Assessment Scale (CPAS) for public construction procurement. Respondents rated 76 contractor capability criteria across three theoretically defined categories — Critical Criteria (CC), Value-Added Criteria (VAC), and Desirable Criteria (DC) — on five-point Likert scales. The survey also captured professional and demographic characteristics including organisation type, ownership, position, construction experience, tendering experience, educational qualification, and geographical location across five provinces of Pakistan (Sindh, Baluchistan, Punjab, KPK, and Gilgit-AJK). The dataset was analysed using Exploratory Factor Analysis (EFA), reliability and validity testing, Kruskal-Wallis H-tests, and Multiple Linear Regression to develop and validate a four-dimensional higher-order contractor capability measurement instrument. The data are stored in SPSS (.sav) format. This dataset may be used by researchers working on contractor selection, public procurement, scale development, and construction project performance in developing-country contexts.
