調査時期に、統計局長が指定した調査の地域内に現住する住宅及び住宅以外の人が居住する建物並びにそこに居住する世帯をすべて調査の対象とした。
ただし、次に掲げる住宅、人が居住する住宅以外の建物およびそれらの居住世帯は調査の対象から除外した。
１．外国政府または国際機関の公務を帯びるものが管理する施設
２．皇室用財産である施設
３．拘置所、刑務所、少年院、少年鑑別所、婦人補導員及び入国者収容所
４．自衛隊の営舎その他の施設
５．在日米軍用施設

During the survey period, all residential buildings, including those inhabited by individuals other than homeowners, as well as the households residing in them, were surveyed within the designated survey areas specified by the Chief Statistician. However, the following types of residential buildings, buildings inhabited by individuals other than homeowners, and their respective households were excluded from the survey: 1. Facilities managed by individuals performing official duties for foreign governments or international organizations; 2. Facilities belonging to the Imperial Household; 3. Detention centers, prisons, juvenile correctional institutions, juvenile guidance centers, women's correctional officers, and detention facilities for immigrants; 4. Facilities of the Self-Defense Forces and other facilities; 5. Facilities used by the U.S. military stationed in Japan.
