对新闻出版广电总局负责的图书、音像和电子出版物、期刊出版机构重大选题审批的初审政务服务数据，出版单位应当按照出版专业分工安排重大选题出版计划，对不具备相关出版资质和编辑能力的选题，不得报备和出版；应当严格履行出版物内容把关主体责任，坚持优化结构、提高质量，严格执行选题论证、“三审三校”制度，确保政治方向、出版导向、价值取向正确。

This dataset comprises government service data for the preliminary review of major topic approval for book, audio-visual, electronic publication, and periodical publishing institutions under the purview of the National Press and Publication, Radio, Film and Television Administration. Publishing units shall arrange major topic publishing plans in accordance with their professional publishing scopes. They shall not file applications for or publish topics for which they do not hold relevant publishing qualifications or possess corresponding editorial capabilities. They must strictly fulfill their principal responsibility for exercising content oversight over publications, adhere to the principles of optimizing structure and improving quality, and rigorously implement the systems of topic demonstration and "three reviews and three proofreads", so as to ensure correct political direction, publishing guidance and value orientation.
