Upon the establishment of the Norwegian Business and Regional Development Fund (SND), emphasis was placed on developing a goal and results reporting system that could help the new institution develop in a unified manner. After thorough work, a system was implemented in 1994 that would measure both effects, activity, and productivity. This system, in principle, covered all the instruments managed by SND. For each year, a preliminary investigation is carried out one year after the service was provided, in addition to a follow-up investigation three to four years later. For the 2000 instrument year, Nordlandsforskning conducted an evaluation survey in 2001, in addition to a follow-up survey in 2004.

The survey addresses the following areas:

1. General information about the project for which support is sought
2. Actors and factors of significance for initiation/launch of the project
3. Awareness and opinions about SND's financing offerings
4. The significance of SND for the project
5. The status of and expectations for the project/measure/establishment
6. The company's situation in relation to others in the same industry
7. The company's goals and other activities
8. The development of networks and collaborative relationships
9. The project/company's results
10. Facts/background about the company

SND instruments are divided into different instrument groups. These are low-risk loans, national risk loans, district-targeted risk loans, national development grants, district development grants, entrepreneur grants, OFU/IFU, basic financing for the fishing fleet, loans for agriculture, and rural development funds. The questionnaire has been sent to companies based on which instrument group they are in. For the preliminary investigation, five different forms were sent out: a basic form (applicable to a group consisting of recipients of risk loans and grants), a form for recipients of basic financing loans for the fishing fleet, a form for the OFU/IFU group, a form for recipients of entrepreneur grants, and a form for recipients of agricultural loans and rural development grants. For the follow-up investigation, three forms were sent out (the OFU/IFU group and recipients of basic financing loans for the fishing fleet are included in the basic form).

SND was established on the basis of the Norwegian Parliament's consideration of the Government's bill in Ot.prp. nr. 57 (1991-92) and was established with effect from July 3, 1992. At the same time as SND was established, the former institutions, the Rural Development Fund, the Small Business Fund, and the Industrial Fund, were dissolved and their activities were taken up in the new special purpose company. From the same time, Industribanken AS was dissolved.
