Elevenkätsindex municipal upper secondary school year 2

This is a development key. The index is based on 11 questions from the School Inspectorate’s student survey, all of which are included in SKR’s Open comparisons upper secondary school. The survey was carried out in 2022, which resulted in new formulations of the survey questions. However, the selection of questions underlying the index is considered to be equivalent before and after 2022. The result for each question is normalised so that all municipalities’ values are placed on a scale from 0 to 100 where 0 is the worst and 100 is the best. To avoid excessive impact, the value is set to 0 for municipalities with values below percentile 2.5, and 100 for municipalities with values above percentile 97.5. For those municipalities with data on at least 6 out of 11 questions, the unweighted average of the questions for which there are results is calculated, and then the mean is also normalised to a scale of 0 to 100 in the same way as for each question. Until 2021, the survey was conducted during a two-year cycle, where just over a quarter of municipalities responded to the survey each semester. The value for 2018 therefore refers to surveys carried out in 2017 and 2018 and values for the year 2020 refer to surveys carried out in 2019-2020. Due to Covid-19, the survey was not conducted in the autumn semester 2020, so there was no value for a quarter of the municipalities for the period 2019-2020.
