METR-LA Sensor-Network Reliability Dataset: Outage Episodes, Repair-Time Distributions, and Common-Cause Failure Statistics

First failure-process characterization of the METR-LA traffic forecasting benchmark (207 sensors, Los Angeles, March-June 2012). Includes 25,963 extracted outage episodes, per-sensor availability/MTBF/MTTR tables, repair-time distribution fits (lognormal, median 28 min), common-cause outage statistics (97 network-wide events), alternating-renewal model comparisons, and a PeMS %Observed cross-reference showing ~81% of METR-LA zero readings are data-delivery-chain losses rather than detector failures.
