This dataset is part of the PhD research that investigated the institutionalization of planning support systems in Rwandan spatial planning processes. Unlike studies that typically frame PSS outcomes as post-implementation use, the research advances institutionalization as a richer outcome metric. Drawing on Actor-Network Theory to operationalize the Sociology of Translation, the institutionalization of PSS use in Rwanda's planning process was done using ethnographic methods. The primary data used consist of semi-structured interviews with sixteen (16) respondents selected by purposeful sampling and the snowballing method to represent the categories of research respondents. In compliance with the obtained interview consents and ethical considerations in the research, the data are archived with participant anonymity maintained. Key insights reveal: (1) how heterogeneous actors assemble networks enabling PSS use; (2) the level and extent to which these networks drive institutionalization; and (3) why.
