This dataset is a structured comparative policy-document analysis of 160 Indonesian and Malaysian policy documents examining how the two countries' 2025–2026 transitions to mandatory Extended Producer Responsibility for plastic packaging diverge on producer responsibility organisation architecture, informal waste-sector recognition, and the regulatory treatment of upcycling relative to recycling.
