Analysis of private sector interest in blue green infrastructure by the Motivation and Abilities (MOTA) framework: a case study in Ho Chi Minh City, Vietnam

Blue Green Infrastructure is an emerging approach to storm water management in Ho Chi Minh City, helping to mitigate the negative effects of excess stormwater while providing multiple benefits. While several top-down initiatives for better stormwater management practices have been proposed, many enterprises fail to implement or do not perform as expected. There is also a lack of private sector participation in stormwater management, where policy and clear regulation is lacking. This paper identifies the primary factors contributing to private sector participation in Blue Green Infrastructure projects in Ho Chi Minh City and validates them through a survey of construction specialists, experts from local authorities, and residents. A Motivation and Abilities (MOTA) framework analysis reveals that primary risk factors are a lack of perceived economic and financial benefits and maintenance concerns. The primary motivational factors, in turn, are improved public relations, improved selling value, and an increased Floor-Area Ratio.
