Validation Framework Construct for Validation Maternal health-related services should be free; there should be no user fees for maternal health services. To compare evidence from various relevant data sources regarding exemption from user fees for the services included in the indicator and describe variance between these data sources. To stratify the results using the EPMM standard equity stratifiers to ascertain whether there is variance by these factors in the rate of fees charged for the maternal health-related services that are supposed to be exempt from user fees according to the policy in each setting.
