采用物联网、大数据、移动应用等多种先进信息化技术，建设国内领先的应急管理与指挥信息系统。能够实时感知、智能预警、快速接警、科学救援，打造导图化、动态化、在线化、协同化、智能化、共享化的应急管理与指挥新模式，日常管理看得见、说得清、管得住，战时指挥连得通、调得动、打得赢，实现应急指挥与处置的实用、好用、管用，大幅度提高城市应急救援能力和水平。数据要素在“智慧应急”的应用主要体现在以下几个方面：（1）日常管理功能：通过数据要素的应用，实现应急资源、应急预案、应急值守、应急案例库、行业数据、地理信息等数据的集成管理，授权使用，在保证数据安全应用的同时，为应急的日常管理提供了精准、全面的信息支持。（2）战时处置与指挥：在日常管理的基础上，当出现应急事件时，基于大数据分析，系统实现物资调配、事件跟踪、辅助决策、联合指挥等功能，保障了应急处置的及时性和有效性，为事件处置提供抓手。       （3）融合通信：主要包括：视频回传、图片接入、语音接入、应急会商等功能，实现与各级视频会议系统的互联互通，为应急的日常管理和应急处置提供基础支撑。

By leveraging multiple advanced information technologies including the Internet of Things (IoT), big data, and mobile applications, a domestically leading emergency management and command information system has been constructed. It enables real-time situational awareness, intelligent early warning, rapid alarm reception, and scientific rescue operations, and establishes a new emergency management and command model that is diagram-oriented, dynamic, online, collaborative, intelligent and shared. For daily management, it allows clear visibility, transparent accountability and effective control; for emergency command during crises, it ensures smooth connectivity, flexible deployment and decisive victory. The system achieves practical, user-friendly and reliable emergency command and response, and greatly improves urban emergency rescue capabilities and standards.

The application of data elements in Smart Emergency Management is mainly reflected in the following aspects:
(1) Daily Management Function: Through the application of data elements, integrated management and authorized usage of emergency resources, emergency plans, emergency duty records, emergency case databases, industry data, geographic information and other data are realized. While ensuring secure data application, it provides accurate and comprehensive information support for daily emergency management.
(2) Emergency Response and Command: Based on daily management, when an emergency incident occurs, the system implements functions such as material allocation, event tracking, auxiliary decision-making and joint command via big data analysis, ensuring the timeliness and effectiveness of emergency response and providing effective support for incident handling.
(3) Integrated Communications: It mainly includes functions such as video backhaul, image access, voice access and emergency consultation, realizing interconnection and interoperability with video conference systems at all levels, and providing basic support for both daily emergency management and emergency response.
