Artificial instances for the paper "The Bus Rapid Transit Investment Problem"

Artificial instances as used within the paper "The Bus Rapid Transit Investment Problem".The naming of the instances uses the pattern "[ALPHA_1]_[ALPHA_2]_[BETA]_[Z].xml", where ALPHA_1, ALPHA_2, BETA, and Z correspond to the cost pattern, demand pattern, budget split, and the number of allowed BRT components in the instance, respectively.
