Scenic and Special Scenic Resource areas as defined in General Plan adopted May 24, 1994. Areas having regional public importance for their natural beauty or rural agricultural character. Includes, but is not limited to, vistas from designated scenic roads, ocean views, agricultural fields, wooded forests, open meadows, and mountain hillside views. Includes whole area visible from Highway 1 outside Rural Service Line (RSL) and Urban Service Line (USL). (pg 5-32 of 1994 General Plan).
