A dated corpus of medicines-regulatory document retrievability in the twenty-two member states of the League of Arab States

For every member state of the League of Arab States, this dataset records whether the national medicines-regulatory authority's operative documents can be obtained from the open web and, if so, whether they can be read. Observations were made on 29 and 30 July 2026 from a single connection outside the region. Existing instruments measure a different thing. The WHO Global Benchmarking Tool asks at sub-indicators RS09.02 and RS09.09 whether guidelines are publicly available, and its evidence route is that the assessor requests the material and reviews what is supplied. A guideline behind a dead link but produced on request satisfies the indicator. That benchmark measures entitlement; this dataset measures delivery. Twenty-two rows and twelve columns: five coded variables (host reachability, machine-readability of the operative document, integrity of the published record, discoverability from the authority's own home page, and web-archive coverage where live retrieval failed), four free-text fields carrying the verbatim observation behind each code, and a technical note. Headline counts: 13 of 22 authority hosts returned content to a default client, 4 partly, 2 only to a browser user agent, and 3 not at all. Of the operative documents that could be assessed, 7 carried a correct text layer, 7 were image-only scans, 2 had broken character maps, and 1 was glyph-positioned. One authority of the twenty-two published a record that was reachable, machine-readable, internally consistent, current, and reachable from its own navigation. Two measurement traps are documented in the README because any replication will meet them: An HTTP 200 response is not evidence of retrieval, and two hosts produce a false negative for any scripted crawl.
