All the information in the cadastre can be found in the tab “Table”.
The data are not in the format “one row = a grant”. Due to certain constraints when consolidating the data, each line represents a subsidy tranche paid in 2019. This means that a single grant paid in 3 instalments (e.g.) will represent 3 rows in the table.
Outside the Tableau module, the display on the site has certain limitations:
For postal codes: not all postal codes are in the list proposed in the Filters field because of their large number (756 in total). This field displays the 100 postal codes with the highest number of grants.For the “bubbles” of the “Map” tab: as with postal codes, it is only possible to display information from the first 100 grants (from the highest amount). Example: the commune “X” has 750 subsidies. By clicking on the tooltip, information about (among others) the beneficiary and the grant amount is displayed. It is only possible to review the first 100 grants.This does not mean that the subsidy does not exist. The information is present in the main table, in which it is possible to isolate various information by means of filters (on the left of the screen) and sorting (in the column headings of the table).
All data are also exportable in various formats via the “Export” tab, for consultation, statistics or analysis.
A vade-mecum (practical guide) is available at the bottom of this page. This document is provided to you in order to accompany you, criterion by criterion, in the understanding of the data related to the grants and published on this portal.
The grant cadastre: Transparency
grants awarded by the Wallonia-Brussels Federation are among the
government priorities.
On 18 January 2018, the Parliament of the Federation
Wallonia-Brussels has adopted a decree to establish a cadastre of subsidies in
French Community. This decree lists all related information
grants awarded in the French Community which must be
reported in a report, including all grants awarded
between 1 January and 31 December of the preceding year, which
will be forwarded to Parliament on 15 June of the current year. The
cadastre is uploaded in open data
on the portal www.odwb.be in
the 15 calendar days of transmission of the report to Parliament. Due to the context of
COVID-19, the Government has
granted additional and exceptional time for the 2020 deadline.
The grant cadastre is part of a desire to ensure transparency in
the award of subsidies paid by all the subsidising bodies
dependent on the Wallonia-Brussels Federation.
Bodies
subsidising can be government, ministers, services
administration, including accounting administrative services
autonomous (SACA) and legal persons governed by public law created by the
French community or dependent on it, including structures
legal arising within the latter, when they grant, on their
own budget, grants financed in whole or in part by
resources made available to them by the French Community.
Allocations to
Public Interest Organisations (PIOs) and SACAs are not part of the cadastre
(chap.1, Article 1, §3 of the Decree). These organisations are, however,
present in the cadastre as a grant provider.
The present
cadastre includes the data on grants paid during the 2019 budget year.
REUSE: The beneficiary who reuses the data has the right to
rebroadcast and reuse them, provided that they do not change
the data used and to mention as the author of the data the Ministry of
the Wallonia-Brussels Federation.
