This series consists of minutes of the Ordinary and Special meetings of the Grafton and South Grafton Water Board. The minutes document the decisions made by the board at its meetings. The minutes usually include the following sections: attendance of council members, confirmation of minutes of the previous meeting, business arising out of the minutes of the previous meeting, reports by officers and committees, outward and inward correspondence, and general business. Reports were not reproduced in the minutes.In order to discuss confidential business, the Board could form itself into the Committee of the Whole during a meeting. A Committee of the Whole was not required to make its business public through the minutes, only its recommendations.The minutes of each meeting of the board were confirmed at the following meeting and signed by the chairman and secretary to guarantee that they were a true and accurate record.Though the Act establishing the board came into force on 1 January 1916, the Board did not meet until 19 June 1917, after the work that the board was to administer had been begun by the Public Works Department. This series represents the full record of the convening of the board until its work was absorbed by the unified City of Grafton in 1957. The volumes are not indexed.
