Data Package: Task 9.4 – Dataset – MIREX indicators on return policies – Europe

The Migration Return Policy Index (MIREX) has been designed to examine the fairness and human rights compliance of return policies across EU+ countries. It offers a structured and comparative overview of whether national return laws and policies respect legal and procedural safeguards, and international human rights standards. MIREX policy indicators focus on voluntary and forced return procedures, detention, alternatives to return, human rights and stakeholders’ involvement. MIREX covers return policies in 11 EU+ countries (Austria, France, Germany, Greece, Italy, Netherlands, Spain, Sweden, Switzerland, United Kingdom, Poland) based on data as of 31 December 2024. Where relevant, policy changes occurring in the early months of 2025 are included if officially adopted and implemented. MIREX relies on a combination of legal, policy, and empirical evidence. Data sources include: independent expert assessments, national laws and policies on return, administrative guidelines and operational procedures from international organisations, official statistics and budgetary data, national and international reports (e.g., Ombudsman reports, court rulings, monitoring bodies), NGO reports and academic analyses.
