my research examines how the public and institutional framing of Central Bank Digital Currency (CBDC) in the United States has evolved between 2021 and 2024. Anchored in Punctuated Equilibrium Theory (PET), the study identifies three interrelated dynamics in the debate. Initially focused on financial modernization, the discourse gradually transitioned toward a contentious emphasis on privacy and civil liberties. These findings underscore the power of issue framing and institutional feedback mechanisms in shaping policy trajectories, affecting not only regulatory momentum but also the political legitimacy of emerging financial technologies.
