Aggregate Population County Estimates and County Boundary File for Digital Literacy Map Layer

This is an aggregate of two files - Population Estimates in a Filtered View - PA Digital Literacy Programs and the County Boundary file. Purpose - we aggregate two files together and then use that new aggregated files as one layer in the PA Digital Programs map, specifically so that we can show the county boundaries with information for those counties in the tool tip.
