European Council Conclusions Corpus, 2004–2026

The European Council Conclusions Corpus, 2004–2026 is a longitudinal, document-level corpus of 112 English-language European Council conclusions documents covering 26 March 2004 to 19 June 2026. It includes conclusions from ordinary and special European Council meetings as well as meetings under Article 50. For each document, the dataset provides meeting metadata, the official Consilium source URL, raw text extracted from the source PDF, a conservatively cleaned text field intended for computational analysis, page and word counts, and extraction-status information. The corpus contains 423,273 word tokens in its cleaned analytical text. Source PDFs are not redistributed. Corpus construction, text extraction, cleaning, metadata harmonisation, and validation are fully documented and reproducible through the accompanying R pipeline, metadata crosswalk, extraction audit, and validation reports. The corpus is intended as a general-purpose resource for research on European Council discourse, EU politics, policy agendas, and computational text analysis.
