Renowned among West African states for its stability throughout the latter half of the 20th century, Cote d’Ivoire has experienced a deteriorating security situation since 2000 with two civil wars in the last 11 years. In each case, over 1 million people were internally displaced by violence and the corresponding economic damage. In the most recent crisis (2010-2011), over 700,000 people from Abidjan alone were displaced, with the Abobo and Yopougon neighborhoods most severely impacted. The western districts of Bafing, Dix-Huit Montagnes, Moyen Cavally, and Bas Sassandra were also significantly impacted, as both pro-government and rebel forces used the border region as a staging ground for operations. 35 formal IDP camps were set up around the country, with some hosting as many as 70,000 people, although many IDPs found shelter in informal camps not far from their original homes. While an estimated 84 percent of the original IDP population had returned home by July 2012, residual violence along Cote d’Ivoire’s western border continues to generate new instability and local population displacement. In addition to its IDP populations, Cote d’Ivoire also hosts a substantial refugee population. Conflict with local indigenous inhabitants and Ivoirian IDP populations in the region has led to rising tensions over land tenure and use. Government neglect under the new Ouattara regime has exacerbated these tensions by failing to address basic infrastructure deficiencies and largely disregarding the ongoing insecurity in the region.
