疫情影响北京冬奥会的外溢效应风险清单

结合收集的疫情发生以来大型体育赛事防疫政策与举办效果，梳理国际体育赛事可能引发的外溢风险事件，分析举办冬奥会的潜在风险，在咨询专家意见的基础上形成风险清单。风险清单根据外溢风险的类别和时间发展共分为政治、经济、社会、文化、入境、场馆、舆情、人员流动、离境风险9个大类，共有39个小类。

Based on the collected epidemic prevention policies and hosting outcomes of major sports events since the outbreak of the COVID-19 pandemic, this study sorts out spillover risk events that may be triggered by international sports events, analyzes the potential risks associated with hosting the Winter Olympic Games, and establishes a risk inventory after consulting with experts. The risk inventory is divided into 9 major categories including political, economic, social, cultural, entry, venue, public opinion, personnel movement and exit risks based on the type of spillover risk and the timeline of event development, with a total of 39 sub-categories.
