PROBLEM TO BE SOLVED: To prevent， in manufacturing a diaphragm for a speaker， the imbalance between and aggregation of a fiber and the other material in mixing the fiber and the other material. SOLUTION: A diaphragm manufacturing device 100 comprises: a fibrillation unit 20 that fibrillates a material MA including a fiber; a mixing unit 50 that mixes a binding material for binding fibers in a fibrillated material MB fibrillated by the fibrillation unit 20; a second web forming unit 70 that deposits the mixture MX mixed by the mixing unit 50; and a molding unit 200 that forms a second web W2 deposited by the second web forming unit 70 into a diaphragm CP through molding processing including application of pressure and heat.
