Final set of CIRSEAU KPIs and relevant EU policies for water-smart economy impact assessment

This dataset contains the final set of Key Performance Indicators (KPIs) and related policy links developed in the CIRSEAU deliverable D4.3, Analysis of indicators and the resulting KPIs. The table consolidates the results of a harmonised assessment process carried out by the CIRSEAU Working Group on Impact Assessment, based on indicators originally identified across five EU-funded water-smart economy projects: B-WaterSmart, WIDER UPTAKE, REWAISE, ULTIMATE and WATER-MINING. The KPIs were selected from a shortlist of 35 indicators through a combined assessment of stakeholder feedback, case-based testing across 14 innovation cases, relevance to EU policy objectives, data availability, interpretability, reliability, sensitivity, generalisability and efficiency. The final KPI set is intended to support the assessment of how research and innovation project results contribute to policy objectives related to the transition towards a water-smart economy and society. The table groups the selected KPIs according to five thematic areas: pollution and emissions; ecosystems and biodiversity; performance of water cycle services; resource recovery, circularity and economy; and climate and energy. It also identifies the EU policies for which each KPI may be relevant. As the case-based testing showed limited availability of quantitative indicator values, the links between KPIs and policies are based on qualitative assessment rather than numerical target values. This dataset is published to make the KPI-policy mapping openly accessible and reusable for future EU projects, policy-oriented impact assessment, standardisation activities and further development of harmonised indicators for water-smart solutions.
