Regional development is an integral part of regional planning which does not only concern the spatial planning of an area, but prioritizes planning on how the potential of the region can be used optimally to increase the economic and social development of the community. One of the factors that influence the development of the region is the development of tourism. This research is a quantitative research with data analysis using smartPLS. The research population consisted of 1274 households and the method of determining the sample used the slovin formula to obtain 304 research samples. The results of the study prove that the development of tourism simultaneously has a significant influence on regional development. The results of the study show that tourism development simultaneously influences regional development mediated by creative economy SMEs. However, partially, of the six independent variables, there are three variables that do not significantly influence the moderating variable Z creative economy MSMEs, namely variables attractions, amenities and convenience. It is suggested to the Karo Regency Tourism Office to further improve aspects related to regional development so that regional development of Karo Regency can be maximized, especially through the tourism sector and the existence of creative economy-based MSMEs.
